Elmo started as a Finnish coal camp. It was modeled after the town of Sampo. Elmo Became Incorporated.in 1917. The town is located about a mile east of Hanna.
In August of 1917, a fire broke out in Elmo during the early morning hours and five business buildings were burned to the ground. The only business buildings left intact were the Workingmen's Commercial Company and the "Shamrock" Saloon, owned by Thomas Mangan. The fire originated in the building occupied by Nick Vouraxis, [7] which was used as a pool hall. He and his wife lived on the second floor of the building and barely escaped with their lives.

Over the objection of Elmo and Hanna officials, the Wyoming Highway Department relocated Highway 30, also called the the Lincoln Highway, about a mile south of town. The move severely affected local businesses. Elmo was completely bypassed by highway traffic after the road was moved.
